Does anyone know if political parties can participate in the adopt a highway program in California?  I assume that California has such a program like most states. The program allows groups and organizations to adopt a stretch of highway (usually 2 miles) and the group then routinely picks up the trash, garbage along that stretch of road.

This might be a good program for us (for many reasons) if they allow political parties to participate. Some states allow political parties to participate and others do not.
